The Ortega Carriage House has applied to rezone the property at 4218 & 4230 Ortega Blvd to allow for luxury commercial condominiums. The condominiums are intended to house a mix of uses including office, neighborhood scale retail and service establishments, as well as to provide a convenient automobile/vehicle storage option.
While the Carriage House application purports to allow for "commercial condominiums" the common knowledge in the community is the intent of the Carriage House is to serve as a car storage facility for car enthusiasts. It will bring unwanted traffic, noise, pollution and congestion to the community.
The Carriage House is close to both Episcopal School and St. Marks. As per the zoning application, it accommodates a "club or lounge" and the permitted use includes a restaurant. Cars and alcohol don't mix and pose a significant risk to the schoolchildren and parishioners of St. Marks. The proposed PUD states "Restaurants are permitted to serve alcohol and to have outside sales and service".
Ortega is a quiet, beautiful residential neighborhood. The Carriage House is not in character with the neighborhood. They are asking for the set backs from the road to be reduced which will completely alter the historical character of the neighborhood. In addition, the unsightly side of the storage facility will be directly on Ortega Blvd.
Let's not be fooled. The 18 units are constructed to accommodate 34 cars. The facility has a club or lounge. While it's stated use is as a condominium, the very nature of the name "Carriage House" is indicative of its intended use, much like the word around town, a country club for car enthusiasts.
Given the very nature of the development, it is likely to attract a significant number of non-residents. As we all know, Ortega has very poor access and egress. Ortega cannot handle the traffic that the Carriage House will bring.
The Carriage House does not have any parking. I ask you...where are all the cars going to park? When the condominiums have their events where are all the outsiders going to park?
